various social service requests (i.e., health coverage, home health services, service
coordination, meal programs housing assistance, etc). The Senior Services Specialist

AARP DRIVER SAFETY PROGRAM  (Top)

AARP Driver Safety Program is the largest classroom driver refresher course specifically designed for motorists who are 50 and older!

This eight-hour course is taught in two, four-hour sessions over a two-day period. Preregistration is a must and can be completed in the Mastick office.  There is a $10 per person fee.  Please pay be checks (ONLY) made payable to AARP.

Ask your insurance agent about automobile insurance discounts.
  

TRANSPORTATION SERVICES  (Top)

The Transportation Office is open on Tuesdays & Thursdays from 9:00 a.m. to 12:00 noon and offers the following services.

  • AC Transit Senior Monthly Passes ($20.00), 10-Ride Pass ($8.50)

  • BART Discount Cards ~ 65 years or older and disabled ~ ($9.00)

  • East Bay Paratransit Ticket Books ~ containing ten $3 tickets ~ ($30)

PARATRANSIT SERVICES (Top)

The East Bay Paratransit Consortium provides transportation to individuals who are unable to use fixed-route public transportation, such as AC Transit buses or BART trains, because of a disability or disabling health condition. Rides are provided for people who are certified as eligible for Paratransit under the rules of the Americans with Disabilities Act (ADA).

511 TRANSPORTATION HOTLINE (Top)

511 is a toll-free phone and Web service that consolidates Bay Area transportation-related information into a one-stop resource. This easy three-digit number provides up-to-the-minute details on public transportation routes/fares, instant carpool or vanpool referrals, bicycling information, trip-planning, airport access, City Car Share, Trans-Link, FasTrak and more.

To access 511 by phone, dial 511.  To access 511 on the Internet, go to www.511.org/fastrak/.  Mastick has computers available from 8:30 a.m. to 1:00 p.m. on Sundays for those wishing to access this resource.
    

EMERGENCY TRANSPORTATION SERVICES
during the East Bay Paratransit 21-day eligibility processing (Top)
Limited funding through City of Alameda Measure B Funds is available to Alameda residents needing emergency transportation during the 21-day eligibility-processing period imposed by East Bay Paratransit.

The East Bay Paratransit Consortium provides transportation to individuals unable to use fixed-route public transportation, such as AC Transit buses and BART trains, because of a disability or disabling health condition.  If you feel that you may be eligible for East Bay Paratransit transportation services and need emergency transportation services due to a disabling health condition (e.g., dialysis, chemotherapy, radiation therapy) prior to completion of the 21-day eligibility processing period, contact Mastick Senior Center at 747-7500.
     
MEDICAL RETURN TRIP IMPROVEMENT PROGRAM - MRTIP (Top)
MRTIP is designed to provide a more responsive system for getting home
after/from medical appointments.  The City of Alameda has contracted with
Friendly Transportation to provide transportation services after/from medical
appointments.

Complimentary vouchers are provided to certified Alameda East Bay Paratransit participants. The program is made available through City of Alameda Measure B funding. For more information, contact the Mastick office or call 747-7512.
 
    
CITY OF ALAMEDA PARATRANSIT SCHOLARSHIP PROGRAM (Top)
The City of Alameda Paratransit Scholarship Program (sponsored by City of Alameda Measure B funding) is available to assist individuals with transportation
expenses.  A limit of $60 in matching funds per family is available each fiscal year, as funding is available. 

Eligible candidates must be Alameda residents, certified Paratransit riders, and met the very low income requirements.  Applications are available in the Mastick office, or by calling 747-7506.
     
ALAMEDA COUNTY WHEELCHAIR BREAKDOWN SERVICE (Top)

Alameda County Wheelchair Breakdown Service, funded through Measure B, provides transportation countywide to people in wheelchairs in the event of a mechanical breakdown.   The program will also pick up a stranded wheelchair
if someone is taken to the hospital in an emergency.

AMERICAN RED CROSS  (Top)

The Alameda Service Center serves as an entry point for any Alamedan needing basic services, eviction prevention, or other emergency assistance. In addition to providing prompt referral for assistance, the Red Cross itself provides food, rent assistance, utility bill assistance, childcare vouchers, and case management services to those in danger of becoming homeless.

ALAMEDA COUNTY NETWORK OF CARE (Top)
The Alameda County Network of Care can be accessed online at alameda.networkofcare.org and provides information on resources available for seniors and individuals with disabilities in Alameda County. Information and referral information is also available for caregivers and service providers.
    
FEDERAL & STATE ASSISTANCE PROGRAMS FOR OLDER AMERICANS  (Top)

The National Council on the Aging has created BenefitsCheckUp to assist those who wish to have information regarding benefits they or their family members may be eligible for. Programs that assist with housing, employment, prescription drug costs, and utility bills are included.

www.benefitscheckup.org has more that 1,000 benefit programs in their database. Their web site will walk you through the process.
    

MEAL SERVICE (Top)

Bay Area Community Services (BACS) prepares the noon meal served Monday - Friday at Mastick Senior Center. Individuals 60 plus are encouraged to donate $2.25
per meal. Members, guests or companions under age 60 who wish to participate
are requested to donate $4.25 per meal.


Lunch Reservation per BACS are requested weekly and no longer accepted daily.
To reserve lunch for the following week please call 747-7500 by Friday before 11:30 a.m. For additional information about this program, please see Minnie Scruggs, Kitchen Coordinator.
   

BROWN BAG PROGRAM (Top)

Mercy Care Center's Brown Bag Program collects and distributes donated food to 1,500 low-income seniors twice a month at 12 sites in Alameda County. Mastick is the designated site for the city of Alameda.

Eligible candidates must be 60 or older, with a gross monthly income of $1,096 for a single person and $2,192 for families of two or greater. Membership must be renewed annually. An annual voluntary contribution of $10.00 is appreciated at registration.

Brown Bag distributions are on the 1st and 3rd Thursday of the month between
9:00 - 10:00 am in Mastick's Dining Room 1. Members must have transportation and
be present to pick up their bag of groceries.

All applicants must provide identification and proof of income at the time of registration.

ALAMEDA FOOD BANK (Top)

The Alameda Food Bank is a private nonprofit organization, providing nutritious food at no cost to low-income residents of the City of Alameda. The monthly food distribution program includes one bag of groceries, one bag of produce, item(s) from the freezer list, peanut butter, powdered milk, and various other items.

ALAMEDA MEALS ON WHEELS (Top)

Meals on Wheels delivers hot, diet specific meals to homebound seniors seven days per week. Meals are sold at cost and delivered by volunteers. Sliding scale fees ensure that services are accessible to all.

DISASTER REGISTRY PROGRAM  (Top)

The Disaster Registry Program designed by the City of Alameda Disaster Preparedness Office is available to Alameda residents with special needs that wish to be contacted after an earthquake or other major disaster. The City of Alameda Fire Department or Community Emergency Response Team (CERT) volunteers will contact interested residents after a major disaster to determine whether medical attention or other assistance is required.

Information submitted on the Disaster Registry Program Application, Consent Form, and Vulnerability Checklist will be shared with authorized personnel ONLY. ALAMEDA FRIENDLY VISITORS - AFV (Top)

AFV, a companion program to Alameda Meals on Wheels (AMOW), provides
companionship to seniors and homebound Alameda residents.  

AFV volunteers are matched with interested homebound neighbors to provide
friendship, conversation over a cup of coffee or tea, exchange stories, share
common interests/hobbies, have a few laughs, offer telephone reassurance,
connect Alamedans with needed community resources, while bringing joy and
satisfaction to both parties.

IN HOME SUPPORT SERVICES - IHSS (Top)

IHSS assists eligible disabled individuals of all ages, including seniors, to remain safely in their own homes with independence and dignity. Home care workers assist with cooking, housecleaning and shopping. They can also help with personal care (bathing and dressing).

HEALTH INSURANCE ASSISTANCE (Top)

The Health Insurance Counseling and Advocacy Program (HICAP) provides counselors to assist people who may have questions and/or problems with: Medicare (Parts A&B), Medicare billing and claims, Medicare Supplemental Insurance, HMO's and Long Term Care Insurance.

Counselors are state registered, unbiased sources of information, trained in problem solving regarding most areas of Medicare and health insurance for those 65 and older, or on Medicare through disability. Counselors are available by appointment.  Please call (510) 747-7506, to schedule an appointment.

For Long Term Care Insurance, please call Deah Schmidt at (HICAP) (510) 839-0393 to schedule an appointment.

Persons with Medi-Cal problems are not eligible for this program and are encouraged to call Legal Assistance for Seniors (LAS) at (510) 832-3040 to receive help.
    

MEDICAL SERVICES/BLOOD PRESSURE (Top)

The Fire Department provides Blood Pressure Screening on the 2nd & 4th Wednesday of each month between 10:00 am - 12:00 noon in Mastick's Music Room.

To obtain an accurate reading, refrain from exercise, caffeine, and nicotine 1½ hours prior to testing.
    

SOCIAL SECURITY (Top)

For Social Security questions call 1-800-772-1213 or go to the Oakland office (1111 Jackson St.) or the San Leandro office (320 Davis St.).

Forms can be accessed on-line at www.socialsecurity.gov. Just click the "Forms" link under "Resources" (on the right hand side of the web page).
    

MONEY MANAGEMENT ASSISTANCE (Top)

The Money Management Assistance Program (MMAP) is sponsored by Bay Area Community Services (BACS), Adult Protective Services (APS), and AARP.

MMAP assists low income and disabled seniors with balancing their checkbook and reconciling bank statements, if needed.

Volunteers are insured by AARP and have completed the MMAP training program.

ALTA BATES TELE-CARE PROGRAM (Top)

The Alta Bates Tele-Care Program offers a daily reassurance telephone call provided by a friendly volunteer to those individuals who are living alone, homebound, disabled or convalescing from an illness. This free program is a source of comfort 365 days per year.

ADULT PROTECTIVE SERVICES - APS (Top)

Alameda County Social Services Agency (APS) "investigates and evaluates complaints of abuse or neglect."  They also offer crisis intervention and case work services.

If you, or someone you know, are experiencing physical, emotional, or financial abuse, please call Adult Protective Services (510) 577-1900.  Your call will be received by a confidential voice mail system. Please leave your name, phone number and the nature of your call.  An intake worker will return your call.

EAST BAY COMMUNITY MEDIATION - EBCM (Top)

East Bay Community Mediation (EBCM) has trained volunteers, from East Bay communities representing a variety of ages, ethnic groups, religions, sexual orientation, occupations, life experiences, with the ability to speak several languages, available to provide mediation services to assist with conflict resolution. CALIFORNIA ADVOCATES FOR NURSING HOME REFORM - CANHR (Top)

CANHR is a private, nonprofit organization dedicated to improving the quality of care
& life for nursing home as well as residential care residents in California.  

CAHNR's mission is to educate long term care consumers as to their rights & remedies under the law.  Also, it is to create a united voice for nursing home reform
and humane alternatives to institutionalization.

SENIOR CENTER WITHOUT WALLS (Top)

Senior Center Without Walls offers group activities, friendly conversation & an
assortment of classes to homebound elders.  Individuals can participate from the
comfort of their own home through telephone conference calls.

This program is free & available to seniors of Alameda County!

Senior Center Without Walls is sponsored by Senior Resources at St. Paul's
Episcopal Church in Oakland & the Episcopal Homes Foundation.   It is funded by grants & private donations.

FOUR BRIDGES (Top)

Four Bridges is a socialization program for adults with social and emotional problems.  The program is available Monday and Friday from 9:30 am to 2:30 pm
at First Congregational Church, 1912 Central Avenue.  For more information, please call (925) 461-3639.
     

LEGAL SERVICES (Top)

There are 3 services available:
  • The Alameda Main Library, 1550 Oak Street, sponsors "Lawyers in the Library" on the 1st Wednesday of the month between 7:00 - 9:00 pm.  Registration begins at 6:30 p.m. For more information, call (510) 747-7713.
       
  • Legal Assistance for Seniors (LAS) provides legal assistance to seniors 60 and older.  In March, LAS will see clients from 1:00-3:00 pm on the third Monday of
    the month by appointment only. For more information, call (510) 747-7506.
       
  • Legal Assistance Hotline for seniors 60 and older is 1-800-222-1753.
       

PROPERTY TAX POSTPONEMENT (Top)

The State Controller's Office administers the Property Tax Postponement Program
which enables homeowners to postpone payment of their property taxes.

To qualify, a homeowner must:

  • be at least 62 years of age, blind or disabled
  • possess 20% equity in the property which they own & occupy as the principal place of residence
  • have a total household income of $ 31,500 (2006)

    The postponed property tax must be repaid when the homeowner moves, the
    home is sold, the homeowner dies, title passes to an ineligible person, or
    senior liens become delinquent.

NOTARY SERVICES (Top)

HOUSING REHABILITATION PROGRAMS (Top)

The City of Alameda sponsors several rehabilitation programs providing loans, grants, and/or technical assistance to homeowners.  Assistance is available to develop or conserve housing stock for low and moderate income residents, create new affordable rental units in existing vacant or underutilized structures, correct code deficiencies, or perform minor emergency home repairs (i.e., grab bars).

ENERGY BILL ASSISTANCE (Top)

Low-income Alamedan households can receive assistance with their utility bills through two different programs administered by the Red Cross:

  • The EASE Program assists low-income Alamedans in paying current or overdue Alameda Power & Telecom (AP&T) electricity bills. Maximum assistance is $200, and may be accessed every three years, though waivers may be available in the event of illness or other crisis.

    Through the Energy Assistance Program, Alameda households can have an AP&T representative visit their home to perform an energy audit.  Qualifying households may receive free energy-efficient light bulbs, assistance purchasing energy efficient appliances including refrigerators and other energy conservation assistance.  Low-income participants may also receive up to 25% off their energy bill.

  • The REACH program, administered by the Salvation Army through the Red Cross, helps low income Alameda residents with PG&E gas bills.
      

RENT REVIEW ADVISORY COMMITTEE - RRAC (Top)

Alameda renters who receive notice of a substantial rent increase may request review and mediation by the RRAC.

Once a complaint is received, staff may try to resolve the issue through discussion with the tenant and landlord. If resolution is not possible, the tenant and landlord are invited to discuss their views in front of the RRAC, which then makes recommendations to tenants and landlords.

Participation is voluntary and recommendations are non-binding. The committee has successfully mediated more than 225 rental increase cases.

RENTER AND HOMEOWNER REFUND PROGRAM (Top)

California residents who are U.S. citizens & designated aliens, 62 years of age or
older, blind, or disabled, with a total household income of $42,770 (2006) or less
are eligible for the State of California's Renter or Homeowner Assistance Program.

Renters must pay monthly rent of $50 or greater.  Persons residing in tax-exempt properties are not eligible.  

The filing period begins July 1.  Applications are often available in the Mastick office. For more information call (800) 338-0505.
    

MEDI-CAL ASSISTANCE (Top)

The Medi-Cal Center is located at 8477 Enterprise Way, Oakland, CA 94612.
Questions pertaining to Medi-Cal eligibility should be directed to (800) 698-1118.
    

PODIATRY / BLOOD PRESSURE SCREENING (Top)

Dr. Dale Wright, DPM does Podiatry and Blood Pressure Screening on the 3rd Tuesday of the month between 1:45 - 3:00 pm in the center's Music Room.
    

HEALTH CARE SERVICES (Top)

AAI Health Services provides primary health care services on a sliding scale and also serves Medi-Cal recipients along with the uninsured.  They may be contacted at
1002 Central Avenue in Alameda, CA 94501 or by calling (510) 521-6078.
    

TRAVEL CORNER (Top)

Visit the Mastick Excursion Information Board located on the wall outside the office
of the Senior Services Coordinator, Mariel Thomas. There you will find information about monthly trips including registration forms, extended trips and travel, upcoming events (e.g., travel policies and procedures).


The Travel Office is open on Tuesdays & Thursdays between 9:00 - 11:30 a.m.
as well as from
1:00 - 3:30 p.m.
    

RED CROSS DISASTER KITS (Top)

Red Cross Disaster Kits can be ordered in the Mastick Office. Fliers outlining kit options are also available in the office.

Mastick members are eligible for a 20% discount on the variety of kits available. Checks should be made payable to the Alameda Red Cross.
    

SENIOR EMPLOYMENT OPPORTUNITIES PRPGRAM - ASSETS (Top)

Are you 55 or older, low income and in need of employment?  ASSETS Senior Employment Opportunities Program can assist with your employment needs..

If you need training, their CAREER RESOURCE CENTER is available for people 50+.  For more information call (510) 238-3535.
    

HOUSEHOLD BATTERY DISPOSAL (Top)

As you know, household batteries (i.e., AAA, AA, C, D or 9-volt) can no longer be
deposited in your gray solid waste cart. Mastick Senior Center now accepts
household batteries.

Deposit batteries in the Battery Recycling Cart located in the Mastick Office on
Monday through Friday between 9:00 am - 4:00 pm.

Alameda County Industries (ACI) gladly accepts household batteries at their office
on 2307 Blanding Avenue, Suite B, weekdays between 7:00 a.m. - 6:00 p.m.

       

INCOME TAX PREPARATION ASSISTANCE (Top)

During February through April 15, AARP Tax Assistance Program volunteers are
available to provide free tax preparation services to low and middle income individuals
with special attention to those 60 and older.

Limited appointments are available for low-income non-seniors.

This program is sponsored by AARP, IRS and Mastick Senior Center.

         

BIRTHDAY LUNCH CELEBRATION (Top)

Mastick Senior Center members are invited to celbrate their birthday at the monthly
Birthday Celebration event. The celebration includes a free lunch, a slice of birthday
cake and a balloon!

SENTINEL FAIR HOUSING (Top)

Sentinel Fair Housing is a non-profit fair housing agency that provides unbiased
advice and mediation services to tenants and landlords on their
rights and
responsibilities.

BICYCLE LICENSE SCHEDULE (Top)

The City of Alameda requires that all bicycles traveling city streets be licensed. To
obtain a bicycle license, visit your neighborhood fire station, Monday through Friday,
between 3:00 pm and 5:00 pm or Saturday and Sunday 9:00 am and 1:00 pm.

The fee is $5 per bicycle.

Note that Mastick Senior Center now has two bicycle racks:

  • Courtyard near Lobby
  • Rear entrance of Mastick Social Hall
                     

ROAD TO RECOVERY (Top)

Road to Recovery is a program offered by the American Cancer Society to provide
free transportation to individuals with cancer-related medical appointments. Volunteer
drivers bring individuals with cancer who are unable to drive themselves, to and from
medical treatment facilities, providing a friendly, supportive, and reliable presence.

CITY OF ALAMEDA EXPANDED PARATRANSIT PROGRAM (Top)

The City of Alameda Expanded Paratransit Program/Taxi Program is designed to
supplement and complement the services provided by East Bay Paratransit (EBP).
The program offers transportation opportunities for seniors, as well as those with
disabilities.

The City of Alameda has contracted with Friendly Transportation to provide these
services using both sedans and lift-equipped vans. Friendly Transportation is
currently licensed to provide trips throughout Alameda County and many other
Bay Area locations. Services may include the following:

  • Supplemental Taxi Service - This service is available to Alameda residents who
    are certified to use EBP service and provides transportation for Alameda
    residents living outside of the EBP service area (i.e., areas of Bay Farm Island),
    need to return home from a medical appointment (MRTIP), or need
    transportation to or from a critical medical appointment (i.e., dialysis,
    chemotherapy, etc.) during the EBP 21-day application processing period.
  • Premium Taxi Service - This service is open to EBP customers, as well as
    seniors who are 70+, without a CA Driver’s License; or 75+, whether or not you have a disability.
